Assessing Impact And Performance Effectiveness Of Capital Rotation Fund Under Component 5 – Vietnam Urban Upgrading Project

Under the package II.6.4, Microfinance and Community Development Institute (MACDI) is a consultancy unit selected to monitor and assess impact and performance efficiency in implementing component 5 – program “lending for improving housing conditions for low-income households in Haiphong, Nam Dinh, Ho Chi Minh, Can Tho” under Vietnam Urban Upgrading Project (VUUP) from the initial phase to the current phase under Component 6 “Enhancing project management capacity at phase 2”.

The objectives of consultancy service are to support cities under VUUP to implement social impacts and efficiency of activities of microfinance funds for lending to help improve housing conditions in 4 cities from the initial phase till now; then to give initiatives and proposals to the World Bank about a specific organization to manage and continue to implement the project with the model of a sustainable microfinance fund organizing independently in the future.

After two months working with funds in 4 cities, MACDI’s experts have made 4 reports about each fund and a general report for funds in 4 cities. In each report, MACDI has given social impacts which funds achieved in the recent years, analysis and evaluation about performance effectiveness of each fund and make some recommendation to the World Bank about management of funds after the project ends.
