Consultancy Service Conducting Baseline Survey And Feasibility Study For Project “Pro-Poor Partnership In Agro-Forestry Development” (3pad) In Bac Kan Province

Objective: To help PMU make baseline survey that provides general information of the project area. Data input helps the project management in the process of monitoring and evaluation, to find out whether the project achieves its objectives, through project impacts assessment later on.

Main activities performed:

  • Review all relevant documents, in particular the project implementation Plan (PIP), the project Logframe and the Performance Measurement Framework
  • Design a detailed methodology including: a proposed calendar of the study, tools for data gathering for surveys and questionaires, and analysis of chosen indicators in relation with the logframe.
  • Present and discuss the methodology including: a proposed calendar of the study, tools for data gathering for surveys and questionaires, an analysis of chosen indicators in relation with the logframe.
  • Present and discuss the methodology with IFAD Baseline Study workig group
  • Implement the field baseline study (data collection) in the 3 district (Na Ri, Ba Be and Pac Nam) of the project including a sample test.
  • Write of the baseline study reports (preliminary draft, draft, final report)
  • Meet with the 3PAD team to discuss the monitoring system and how the database can be used for monitoring purposes.
  • Conduct a dissemination workshop on the baseline study with the partners and 3PAD team.
