Assessment Of Organization, Operation, And Management Of Pcf System In Vietnam
The consultants will conduct secondary and limited primary research (through e-mails, telephonic and internet based calls) with some of the leading co-operative institutions in other countries on following aspects:
- Legal and regulatory framework regarding organization and business operations of PCFs in country/counries with developed PCFs system
- Regulatory agency for the PCFs (powers, duties and authorities in policy formulation, licensing, management, inspection, supervision and monitoring)
- Relation between Cooperative Bank (or PCFs Association) and PCFs in capital contribution, lending, mobilization and supporting services
- Support from specific agency/agencies in operation process of PCFs,
- Risk preventive measures
- Organizational and Management Structure of PCFs
- Prudential and risk provision regulations
- Operation model
The research report will help provide an understanding of the best practices in PCF systems in other countries and suggest possible high-level options that could be sunsequently used by SBV to develop a concept document on the PCF institutional structure for Vietnam.
